Procurement

The procurement process for the first phase of Highway 407 East project is on schedule.

On November 8, 2011 the RFP closed for Phase 1 of Highway 407 East, using Infrastructure Ontario's design, build, finance, maintain (DBFM) model with a 30-year concession.

Short listed bidders included: 407 East Development Group; 407 East Development Partners; 407 GreenLink Partners.

On March 21, 2012, the Ministry of Transportation and Infrastructure Ontario announced 407 East Development Group as the preferred bidder to design, build, finance and maintain Phase 1 of the new Highway 407 East project. Infrastructure Ontario and MTO will begin negotiating contract details with the preferred bidder and expect to conclude negotiations in spring 2012.

Following commercial and financial close anticipated by Spring 2012, the project costs will be announced.

For Phase 2, it is anticipated Infrastructure Ontario will release the Request For Qualifications (RFQ) in late 2012 and the Request For Proposals by Summer 2013.
