Request for Proposals

In June 2010, Infrastructure Ontario released a Request For Qualifications (RFQ) to pre-qualify and short-list consortia to design, build, finance and maintain Highway 407 East for a 30 year period.

In March 2011, Infrastructure Ontario announced the bidders short-listed to submit proposals to extend Highway 407 East eastward to Harmony Road and build a north-south link to connect the highway to Highway 401.

A Request for Proposal (RFP) document was issued to the short-listed bidders on April 28, 2011 and closed on November 8, 2011.

On March 21, 2012, the Ministry of Transportation and Infrastructure Ontario announced 407 East Development Group as the preferred bidder to design, build, finance and maintain Phase 1 of the Highway 407 East from Brock Road in Pickering to Harmony Road in Oshawa.

As the preferred bidder, The 407 East Development Group will now proceed to negotiate with the Ontario Ministry of Transportation (MTO) and Infrastructure Ontario.
